Hai tháng giãn cách theo Chỉ thị 16 đã làm đảo chiều nhiều chỉ tiêu kinh tế quan trọng, chuỗi cung ứng có dấu hiệu đứt gãy, gây tổn hại uy tín về khu vực sản xuất an toàn của Việt Nam…

Trong báo cáo “Khuyến nghị chính sách tháo gỡ đứt gãy chuỗi cung ứng do giãn cách trong đại dịch Covid-19” gửi đến Thủ tướng, Quốc hội, Chủ tịch nước, Uỷ ban Kinh tế Quốc hội và Ban Kinh tế Trung ương, nhóm nghiên cứu trường Đại học Kinh tế Quốc dân bày tỏ lo ngại “từ khi bùng phát Covid-19 lần thứ 4, buộc phải giãn cách ở 2 thành phố lớn nhất, đầu tàu kinh tế cả nước, khiến nền kinh tế có nguy cơ đứt gãy chuỗi cung ứng cung ứng và suy giảm kinh tế”.

Đặc biệt là những vấn đề đứt gãy nguồn lao động do giãn cách, nguồn nguyên vật liệu khi phí tăng cao và tình trạng ngăn cấm di chuyển giữa các khu vực, các địa phương.

Thống kê cho thấy, trong vòng hai tháng, số ca nhiễm và tử vong tăng vọt, cao hơn tất cả các đợt khác cộng lại. Nhiều tỉnh, thành thực hiện giãn cách xã hội theo Chỉ thị 16 và 16 + buộc phải phong tỏa toàn thành phố.

“Ai ở đâu ở chỗ đó, nhà cách ly nhà, tổ cách ly tổ, phường cách ly phường” dẫn đến nhiều công ty và doanh nghiệp ở TP. HCM, Bình Dương, các tỉnh miền tây, Hà Nội… phải tạm dừng hoạt động. Riêng TP. HCM đã chi 1.971 tỷ đồng nhưng tình hình dịch vẫn diễn biến rất phức tạp.

Trong gian khó nảy sinh sáng kiến, dù vậy những phương án về “ba tại chỗ” (ăn, nghỉ, làm tại chỗ) lại gây khó khăn cho doanh nghiệp cả về chi phí lẫn rủi ro kiểm soát bệnh tật, sức khỏe và không gian ăn ở.

Giải pháp “một cung đường, hai hay ba điểm đến” cũng gây khó khăn cho doanh nghiệp khi không phải tất cả lực lượng lao động trên một cung đường hay điểm đến. Nhiều lao động có trình độ cao tại các thành phố lớn như Hà Nội, TP.HCM, Hải Phòng, Đà Nẵng… nơi bị phong tỏa bị chốt chặt nên không thể đến nơi làm việc.

Lệnh hạn chế đi lại mỗi khu vực và địa phương thực hiện một kiểu dẫn đến tình trạng thiếu thống nhất và nhiều doanh nghiệp không phản ứng kịp khi thiếu lao động, thiếu nguyên vật liệu… Quan niệm “hàng thiết yếu” mỗi nơi mỗi khác nên gây cản trở hoạt động vận chuyển và lưu thông hàng hóa”.

Chuỗi cung ứng mặt hàng chế biến, chế tạo như điện, điện tử, máy móc thiết bị… bị đứt gãy liên quan tới các khu vực bị nhiễm dịch mạnh, như TP.HCM. Chuỗi cung ứng ngành ôtô có bị ảnh hưởng, tuy nhiên, nguyên nhân không phải do Covid, mà nguyên nhân là do hạn chế thương mại của Mỹ đối với các nhà sản xuất chip, vật liệu bán dẫn ở Trung Quốc.

Chuỗi cung ứng mặt hàng thủy sản và nông sản bị gián đoạn do lao động bị cách ly, giãn cách, lưu thông đình trệ. Việc nhiều vùng sản phẩm đến kỳ thu hoạch mà không có đầu ra và khó vận chuyển gây ra đứt gãy.

Chuỗi cung ứng hàng dệt may đứt gãy do lao động bị giãn cách, điều kiện sản xuất “ba tại chỗ”, hay “một cung đường, hai hoặc ba điểm đến” chưa phù hợp với tất cả các địa phương khác nhau và bối cảnh giãn cách theo Chỉ thị 16+.

BỎ “LUỒNG XANH” HÌNH THÀNH CƠ CHẾ “TUYẾN ĐƯỜNG XANH”, LAO ĐỘNG “VÙNG XANH”

Trước nguy cơ đứt gãy chuỗi cung ứng và suy giảm kinh tế ngày càng trầm trọng, nhóm nghiên cứu trường Đại học Kinh tế Quốc dân đề xuất Chính phủ và ban ngành trung ương cho phép các doanh nghiệp được phép sử dụng lao động đủ điều kiện an toàn, như tiêm đủ hai mũi vaccine hoặc xét nghiệm âm tính trong 72 giờ, cũng như cho phép các lao động đủ điều kiện an toàn được quyền tham gia các hoạt động kinh doanh bình thường.

Đặc biệt là các lao động tại các khu công nghiệp và các doanh nghiệp trong chuỗi cung ứng có không gian độc lập tách rời khu dân cư. Đẩy nhanh việc tiêm vaccine tiến đến miễn dịch cộng đồng, trước tiên, với nhân lực logistics, nhân lực sản xuất và dân cư toàn xã hội.

Đồng thời, nên bỏ quy định về hàng hóa, dịch vụ thiết yếu trong Chỉ thị 16, thay vào đó, cần quy định các hàng hóa và dịch vụ không được phép lưu hành.

“Mỗi địa phương tổ chức ngay vùng đệm là các trung tâm logistics để hạ tải và luân chuyển hàng hóa cho nhu cầu của doanh nghiệp và cư dân địa phương. Tại các trạm tiếp liệu xăng dầu, phải có khu xét nghiệm nhanh, cách ly lái xe khi tiếp liệu, quy định rõ các điểm dừng nghỉ, kể cả cung đường đi và về”.

Đáng lưu ý, để “xương sống”của nền kinh tế không bị đứt mạch, nhóm nghiên cứu đề xuất “thay thế cơ chế “luồng xanh” bằng cơ chế “tuyến đường xanh”, cho phép xe tự do di chuyển các tuyến đường trục quốc lộ, tỉnh lộ và các tuyến đường chính, nhưng quản lý chặt lái xe, đã tiêm đủ 2 mũi vaccine hoặc xét nghiệm âm tính trong 72 giờ, không được đỗ, dừng và xuống hàng tùy tiện tại địa phương”.

Đồng thời, không bắt buộc các phương tiện vận tải phải dừng để kiểm tra khi các trạm kiểm tra, kiểm soát phòng dịch có thể nhận diện ra các phương tiện an toàn đi qua bằng các phương pháp nhận diện tự động.

Đặc biệt, xây dựng ứng dụng điện tử “Nguồn lao động an toàn mùa dịch” nhằm thông tin tuyển dụng và việc làm tạm thời tại các khu công nghiệp, các tỉnh thành giúp cho các lao động “vùng xanh” có việc làm ngay, doanh nghiệp đủ điều kiện sản xuất dễ tiếp cận nguồn lao động an toàn.

Đối với chính quyền địa phương, nhóm nghiên cứu thẳng thắn đề nghị, thứ nhất, bãi bỏ các quy định chống dịch thực hiện thiếu thống nhất tại các địa phương đang gây ra rào cản cho các doanh nghiệp sản xuất kinh doanh và cung cấp dịch vụ trong quá trình cung ứng hàng hóa.

Thứ hai, có chính sách kịp thời và mau lẹ để huy động mọi nguồn lực tại chỗ, từ nguồn nhân lực, vật lực, tài chính như đội ngũ chuyên gia các lĩnh vực, thương nhân, nhà sản xuất, mặt bằng kho bãi, nhân lực vận hành, phương tiện vận tải, thiết bị công nghệ, tài chính…kịp thời thay thế các chuỗi cung ứng dài bằng chuỗi cung ứng ngắn tại các địa phương có dịch.

Thứ ba, tại các Ban chỉ huy phòng chóng dịch Covid-19 trên địa bàn, cần tổ chức nhóm công tác hậu cần mạnh với đầy đủ nhân lực và phương tiện để điều phối và phối hợp với tất cả các đơn vị cung ứng dịch vụ, lực lượng tuyến đầu và đội ngũ hỗ trợ, để cấp phát và giao hàng hàng thiết yếu tới tận địa bàn và người dân, doanh nghiệp khi có yêu cầu, đặc biệt, là ở những đô thị lớn, khu dân cư có địa hình không thuận lợi trong giao hàng.

DOANH NGHIỆP CẦN CHỦ ĐỘNG HƠN ĐỂ THÍCH ỨNG

Đối với cộng đồng doanh nghiệp đang bị bào mòn sức khoẻ vì đại dịch, nhóm nghiên cứu trường Kinh tế Quốc dân cho rằng, đối với các Hiệp hội, một, cần hỗ trợ thông tin từ các đầu mối tiêu thụ mua buôn, mua lẻ, gom hàng, giá cả thị trường, tiềm năng tiêu thụ…

Hỗ trợ thông tin từ các nguồn cung cấp an toàn bán buôn, bán lẻ, bán online, giá cả, cách thức phòng chống lây nhiễm…

“Huy động mọi nguồn lực của các doanh nghiệp để cùng Chính phủ và địa phương đẩy nhanh tiến độ tiêm vaccine để sớm miễn dịch cộng đồng cho đội ngũ lao động làm việc tại doanh nghiệp. Đây là giải pháp hàng đầu để đưa doanh nghiệp trở lại làm việc bình thường mới”.

Hai, kết nối với các bên cung cấp dịch vụ hoặc hiệp hội nước khác để hỗ trợ trong việc thực hiện các hợp đồng cung ứng với chi phí hợp lý, nhất là vận chuyển container, thủ tục giao nhận, đặc biệt đối với hàng hóa lưu thông, xuất nhập khẩu và hàng hóa chuyên dùng cho phòng chóng dịch Covid-19 nhanh nhất,kịp thời nhất.

Các doanh nghiệp cũng phải chủ động và nhanh chóng chuyển đổi số và kinh doanh trên nền tảng điện tử. Tham gia vào các trang bán hàng trên facebook, fanpage… và các nền tảng dịch vụ bán hàng Tiki, Sendo… nhằm tránh đứt gãy thông tin và giao tiếp với khác hàng. Đặc biệt, các doanh nghiệp xuất khẩu cần tham gia vào các trang chuyên giao thương xuất khẩu như Amazon, Alibaba, Indiamark…

Đồng thời, tăng cường các giải pháp quản trị doanh nghiệp thông qua các biện pháp quản trị thông minh và chuyển đổi số, như tăng cường camera giám sát, phân vùng đệm chuyển giao nguyên liệu bán thành phẩm, thiết lập cơ chế tự giám sát …

Giãn cách không gian bằng cách tăng 2 ca, 3 kíp giảm ít nhất 50% lực lượng lao động đảm bảo 5K. Thậm chí, tổ chức phân tán hoạt động sản xuất phụ trợ, tăng cường mua ngoài, thuê ngoài…

“Tận dụng thời gian giãn cách nghiên cứu và phát triển các loại nguyên vật liệu mới, loại thay thế, nguồn dễ tìm kiếm và kinh doanh tạo lập chuỗi cung ứng mới đảm bảo thích ứng với tình hình dịch bệnh và có phương án lâu dài cho chuỗi cung ứng trong bối cảnh mới”, nhóm nghiên cứu đề xuất.

Đồng thời, đáp ứng đầy đủ các nhân lực khác của các doanh nghiệp logistics đang thực hiện nhiệm vụ cung ứng hàng hóa cho vùng dịch.
